Strange Vehicle hack

At first i thought it was a bug. Pieces of the car were falling off and landing on the road as obstacles. I spectated the player and saw that he was also teleporting, so I was suspicious that it was a cheat. Then I tested the same car he was driving and it was fine. It's not my pc because [FAT]Goldd saw it too, and it was only happening repeatedly to the same player/cheater. Here's a pic of it.
