Nah, its not a Cleo file, and the second file its the Cleo installer, i dont think the mission will work without the cleo 3 mod, so you have to install it

Hey but i think it installed it wrong because i clicked on New Game, but everything is normal scratch

Did you click on Standard Game? or Los santos territory demo?
EDIT: If you have GTA San andreas full, you have to paste the MPACK and DSL folders in GTA San Andreas User Files Folder, because this method is for Non-Full versions
